In this case, the initial contact was already made. You probably received the number with the intention for you to use it.

You both are participating in a WhatsApp group, which means you already have an existing connection. In that case it might be worth the shot to reach out and say "Hi" via a private message.
Any other situation you should not contact another person out of the blue. There would be too big of a chance it will not reflect well on you.
